The Army’s $10 billion ITES-4H contract is meant to provide a streamlined route to the servers, storage and networking behind AI workloads. A newly published expert roundtable puts the unresolved question plainly: can a broad, multi-vendor buying channel accelerate modernization while preserving meaningful competition and risk review?
The equipment layer behind AI
ITES-4H is not a purchase of AI models. Army Contracting Command–Rock Island Arsenal awarded the multiple-award vehicle, and the Army selected 49 vendors in September 2025. The contract is designed to streamline acquisition of IT hardware and infrastructure, including servers, storage and networking.
That layer is central to the Army’s prospective AI uses. Experts cited predictive maintenance, logistics optimization, autonomous systems and battlefield decision support as workloads that depend on high-performance computing capable of running models. The Defense Department said in May that AI use across the department had risen by nearly 1,800% over the prior calendar year.
ITES-4H has a maximum value of $10 billion over 10 years.

A shared foundation is the proposed mechanism
ITES-4H is an indefinite-delivery, indefinite-quantity, or IDIQ, vehicle: a contract structure that establishes vendors but does not itself commit the government to a purchase. Richard Beutel of George Mason University’s government-contracting center says enterprise IDIQs can support cloud adoption, cybersecurity, interoperability and operational continuity.
What standardization is meant to deliver

Speed does not settle the procurement problem
John Weiler of the IT Acquisition Advisory Council offers the countercase. Large omnibus IDIQs, he argues, can create an appearance of competition without guaranteeing purchases or better outcomes. Because an award does not require spending, agencies can remain reliant on established contracting relationships, while technical analysis, market research and risk management receive too little attention.
Weiler applies a related warning to Other Transaction Authority agreements, which can let agencies move outside traditional federal-acquisition requirements. He says they can lower friction between the Army and commercial suppliers, but pursuing speed without sound engineering and research can sacrifice accountability and waste money. ITES-4H’s practical test is whether it can deliver usable infrastructure while maintaining disciplined evaluation.
