Story brief
3 key pointsElevenLabs’ voice marketplace is turning authorized digital replicas into a measurable creator-income business: payouts have reached $22 million, with more than 10,000 listed creators. The commercial upside sits alongside a weaker position for freelance performers, especially in smaller commercial, e-learning, audiobook, and online-video jobs. Union rules provide consent, compensation, residuals, and strike protections for covered work, but most voice acting is outside those rules.

ElevenLabs says it has paid creators $22 million for licensed AI voice replicas, double its payout since November. The growing market offers income to actors who license their voices, even as freelance performers describe a shrinking pool of smaller jobs and weak safeguards against unauthorized cloning.
Licensing is becoming a market
The marketplace model is straightforward: performers list authorized replicas, which creators can license for use. ElevenLabs says more than 10,000 creators earn passive income from its voice library. It also says a voice owner can change licensing terms, limit use cases, or remove a voice from the marketplace.
The model already includes prominent authorized uses. A clone of Michael Caine’s voice narrates a 13-hour audiobook of the Odyssey through ElevenLabs.

The National Association of Voice Actors estimates that 80% of voice-acting work is freelance and outside union rules.
Contract protection has a boundary
Union-covered studio work has firmer rules. SAG-AFTRA’s June agreement requires studios to notify actors before using their voices to create replicas. Actors must approve later use and receive pay equivalent to an in-person performance. The agreement also requires residuals for replicas in reruns and bars their use during strikes.
SAG-AFTRA, which represents about 160,000 actors and performers, is seeking informed consent, fair compensation, control, and transparency for digital replicas. NAVA has released a free AI rider for actors seeking contractual protection for their likeness and identity. SAG-AFTRA also supports the proposed No Fakes Act, which would establish nationwide rights over voices and likenesses and make unauthorized use illegal.
The pressure falls on smaller jobs
Voice actor Jessica Hepburn said her income fell by half to less than $40,000 this year as AI absorbed smaller commercial, e-learning, audiobook, and online-video assignments. Her experience reflects a reported shift in small gigs, including social-media content, online classes, and budget audiobooks.
The dispute is not limited to authorized licensing. NAVA lists more than 100 actors who found voice clones online. A class-action lawsuit filed in Chicago last week alleges that nine technology companies collected voice and audio files without consent; those allegations remain unresolved. Whether a proposed federal rule can close that gap is still an open policy question.
