INTERPOL says an AI-assisted counter-terrorism operation identified 126 suspected Foreign Terrorist Fighters from visual material published by jihadist groups. The identifications are being added to INTERPOL databases, while investigative leads from the operation are supporting judicial procedures in participating countries.
Operation Shams II ran from 1 to 5 June in Tunis, Tunisia, bringing together 28 specialized officers and experts from 11 countries under INTERPOL coordination. The agency described it as a first-of-its-kind effort to disrupt terrorist networks in the digital domain.
From online imagery to a recognition search
Officers extracted 108,076 facial images from the groups’ visual content. Programmed AI agents and AI-generated scripts automated parts of collection and investigation, including removing duplicate images and checking quality before the remaining images were processed through INTERPOL’s Facial Recognition System.

The automated filtering reduced the collection to 6,362 unique, high-quality facial images. That narrowed set was the input for the recognition search, rather than the entire pool of material collected during the five-day operation.
Human verification remains part of the process
INTERPOL says trained officers and analysts reviewed and verified AI-generated output under its Rules on the Processing of Data. The agency presents that review as part of its approach to using AI-assisted analytical capabilities in the operation.
Matches enter a wider investigation
INTERPOL says the 126 matches will enrich existing intelligence, including information on potential locations and social networks, as the data is integrated into its databases. Separately, the agency says operation-generated investigative leads are supporting judicial procedures, including one case involving two detained suspected Foreign Terrorist Fighters.
The operation is not complete. INTERPOL says thousands more images remain to be processed and further comparisons may produce additional leads. Operation Shams II was carried out through the CT TECH+ Project, funded by the European Union’s Foreign Policy Instruments and supported by the United Nations Office of Counter-Terrorism.
