OpenAI will expand ChatGPT Ads to 31 European countries next week, its largest rollout yet. Ads will be limited to Free and Go users. Advertisers will initially buy through OpenAI and its partners, with self-service Ads Manager access planned for later this summer.
The launch includes Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria. It follows a U.S. pilot that began in February and expansion to eight additional markets over the following six months, according to OpenAI.
OpenAI characterizes the European addition as its largest ChatGPT Ads expansion to date. The company says ads help support free and low-cost access to ChatGPT, making the plan split central to the rollout: Free and Go users can see ads, while Plus, Pro and Enterprise subscribers will remain ad-free.
For now, advertiser access runs through OpenAI’s Ads Solutions team, agency partners and technology partners. Ads Manager is OpenAI’s planned self-service interface, with availability scheduled for later in summer 2026.
OpenAI’s pitch is that ChatGPT gives people room to explain a goal, priorities and constraints rather than enter a few keywords. The company points to trip planning, business-software selection, home furnishing and learning a hobby as examples of the research and comparison work where marketers may seek to appear.
The product is not limited to placing ads against that stated intent. OpenAI says it has added tools that let advertisers choose an audience, optimize toward a defined business outcome and assess results beyond a click.
OpenAI says tens of thousands of marketers have advertised on ChatGPT. That is a company-supplied scale figure, and OpenAI also describes the platform as still early in its development.
OpenAI says advertisers cannot access private conversations and that it does not sell customer data. It also says ads are clearly labeled and separate from ChatGPT answers, advertising does not influence those answers, and users can control ad personalization.
OpenAI plans to add new ad formats, optimization tools and measurement solutions as it enters more markets. The European launch therefore expands a product with a defined tier boundary and a growing advertiser toolkit, while its broader platform development remains a stated work in progress.

The European launch makes ChatGPT Ads a more substantial commercial platform without yet making it an open buying channel. OpenAI is pairing ads with a firm product boundary: free and low-cost tiers carry ads, while paid subscriptions remain ad-free and the company says answers stay separate from advertising. The next meaningful test is not another country launch. It is whether Ads Manager’s planned self-service release preserves those stated controls as access widens beyond OpenAI’s sales and partner network.
