The proposed rule would exclude the facilities throughout the California city, with officials citing resource strain, utility costs and a limited local economic return.

Poway’s City Council is moving toward a decision on whether to permanently prohibit large, third-party AI data centers as an allowed land use. The proposal reflects concerns about electricity and water demand, utility costs, air quality, noise, and fire risk, alongside doubts about local employment benefits. The next meeting would only advance the ordinance; a later adoption vote would be required, with any ban taking effect 30 days after approval. Officials must now choose between a broad prohibition and more-dのd?
The council unanimously directed staff to develop the ban, but no prohibition has been enacted.
If approved after a later adoption vote, the ordinance would take effect 30 days afterward.
Officials cite infrastructure strain, utility rates, air quality, noise, and fire risk as key concerns.
Poway could permanently exclude AI data centers from its land-use map. The City Council is scheduled to consider an ordinance barring large, third-party facilities used for AI applications anywhere in the California city.
The proposal would establish a permanent policy that AI data centers are not an allowed land use in Poway. City officials say the facilities’ water and electricity use could strain infrastructure, affect utility rates, worsen air-quality and noise impacts, and create fire risks.
The council agenda summary argues that AI data centers are largely automated and deliver less long-term local employment and economic growth than traditional industrial, manufacturing and office uses. Mayor Steve Vaus has also argued that a standalone AI data center is the opposite of the kind of innovative business the city wants to bring in.
The proposed prohibition has drawn at least one call for a slower, more differentiated review. At the July meeting, Sean Ellis of the United Association of Plumbers, Steamfitters and HVAC urged officials to research different types of data centers before making further decisions.
The council’s next step would determine whether the proposal proceeds to an adoption vote. The larger choice is already clear: Poway can set a lasting boundary for this class of development now, or take more time to assess distinctions among data-center projects before doing so.
