Story brief
3 key pointsThe deal gives Telefónica a minority position in a 19-year-old specialist whose AI combines machine learning with optimization, modelling and simulation to support operational decisions—not a change of control. The companies plan to bring OGA’s decision-support capabilities into Telefónica’s business and public-sector services, with defence highlighted for potential use in simulations and digital twins; no performance gains are quantified. OGA retains governance independence, and both sides frame the partnership as supporting Spanish and European technological sovereignty.

Telefónica España is turning a two-year supplier relationship into an equity partnership. On October 26, 2026, it said it had acquired a 10% stake in Seville-based AI company OGA. The deal includes a commercial and technical partnership to bring OGA’s decision-support tools into Telefónica’s services for businesses and public administrations.
The transaction gives Telefónica a minority holding rather than ownership of the whole company. The agreement does not provide for Telefónica to join OGA’s governing body, a provision the announcement describes as preserving OGA’s independence.
Our stake in OGA will enable us to strengthen our strategy in AI solutions applied to industry, with a particular focus on defence.
Javier López Gutiérrez, Director of Defence and Security at Telefónica España
OGA’s specialty is using AI and operations research to improve critical industrial processes. Its work combines machine learning, mathematical optimization, modelling and simulation to turn data into support for decisions in complex environments. The announcement identifies real-time decision-making as a focus, putting operational choices at the center of the proposed service integration.
The company’s stated areas of focus span logistics, retail, energy, healthcare and defence. Telefónica singles out defence as a priority for the transaction, pointing to the potential value of improving simulations and digital twins. Those are intended applications of the partnership, not quantified improvements delivered by the investment.
OGA chief executive Juan Carlos Rubio says the partnership will accelerate development of advanced AI and decision-support solutions.
OGA is headquartered in Camas, near Seville, and has an office in New York. Founded 19 years ago, it describes itself as a dual-use technology company, serving civilian and defence needs. Its team includes more than 75 professionals across mathematics, statistics, engineering and data science—a mix consistent with its combination of AI, optimization and simulation work.
The company also has a 14-member Technology Advisory Board made up of professors and researchers. Its stated role is to help move knowledge from academia into business applications.
The companies also place the partnership within their ambitions for technological sovereignty. Telefónica links the agreement to strengthening solutions that support digital sovereignty; Rubio says it will reinforce OGA’s contribution to Spanish and European technological sovereignty in industry, defence and security.
