UK Government Will Consult on Digital Replicas as Campaign Pushes Voice Rights

The UK government says it will launch a consultation on harms from digital replicas while protecting legitimate innovation. The announcement arrives as Save Our Voices Now presses for a statutory right for people in Britain to own their voices as intellectual property.

The consultation is a stated government plan, not the voice-rights rule campaigners seek. A government spokesperson said digital replicas can be powerful tools for creative industries, while replication of someone’s likeness without permission can be harmful. Its proposed process is intended to address those harms without shutting down legitimate innovation.

Peter Caulfield founded Save Our Voices Now to seek stronger protection for actors and voice artists against AI voice cloning. The campaign’s petition has more than 4,000 signatures. Caulfield said Hugh Bonneville and Nicola Coughlan were among the actors who supported the effort within days of receiving his letter.

The campaign’s proposed rule reaches beyond Britain

The campaign’s proposal goes beyond a general objection to unauthorized imitation. It wants voice-rights protections enforceable against platforms serving UK users, whether or not those companies are based in the country. It also wants the developer, rather than the voice owner, to carry the burden of demonstrating consent.

That design would put legal control over a voice at the center of the campaign’s response. Its original focus is performers, but it has also raised concerns that AI-generated voice replicas could be used in scams and identity theft. Those concerns broaden the argument from employment and creative work to the potential misuse of a person’s identity.

The policy gap is therefore specific. The government has outlined a consultation that balances harms against innovation; Save Our Voices Now is asking for a defined property right, rules aimed at services reaching British users and a formal obligation for developers to establish consent. Whether the eventual consultation adopts any of those mechanisms remains unresolved.
