WIRED Publishes Expert Assessment of Physical Limits on AI Bioweapon Risk
The experts do not dismiss AI-assisted misuse. They argue that models can speed access to biological information, while making and deploying a threat still depends on physical resources, testing and human action.

WIRED has published an expert interview-based assessment arguing that an AI system is unlikely to independently engineer and unleash a civilization-ending bioweapon today. Experts say the decisive barriers remain acquiring materials and equipment, conducting experiments, and proving that an agent can spread and cause disease.
That distinction arrives amid rising concern about AI and biology. Anthropic reported efforts to use Claude in ways that could support biological-weapons development, while Stanford University and Arc Institute researchers showed that AI can design new viral genomes. Neither development removes the obstacles between a design and a deployed pathogen.
The gap between information and an agent
David Bellamy of the Institute of Foundation Models told WIRED that AI can help legitimate researchers and malicious actors find and process biological information faster. But he said information access is not the main production constraint: an attacker would still need materials, laboratory capability and expertise to assemble an agent, then test whether it infects people, causes illness and transmits between them.
But those capabilities are not really the bottleneck in the production of bioweapons.

Human control remains part of the system
Ginkgo Bioworks CEO Jason Kelly said his company ran a project with OpenAI in which GPT-5 operated a lab, but people there could refuse to provide substances or equipment it requested. Olivia Scharfman of the Institute for Progress said laboratories able to autonomously build a virus do not yet exist.
That does not make AI-assisted bioterrorism impossible. Scharfman said an AI could potentially pay someone to do biological work. The human bottleneck does not eliminate risk when a person or group already has intent, resources and access, but it complicates forecasts of a model acting alone.
Friction across the full pathway
Steph Guerra, who leads AI and bio work at RAND, said safeguards can be circumvented, so protections should add friction from a bad actor’s idea through a possible release. The measures under discussion reach beyond dangerous prompts and into the systems that supply, detect and respond to biological threats.

Francois Belloux, a genetic biologist and computational-biology professor, told WIRED that pathogens are difficult to target and distribute, making them less practical than conventional means of mass harm. His point is about comparative practicality, not harmlessness. The unresolved question is whether AI will erode enough physical and organizational barriers to change that calculation.
