AI tools for health workers, teachers and farmers in lower-income countries could receive a substantial new source of support. The Gates Foundation says it will spend at least $1 billion over two years on AI applications in health, education and agriculture, including local-language tools, better data and products for communities underserved by current technology.
The commitment is built around a distribution problem rather than a race to develop more capable models. Bill Gates wrote in the foundation’s 2026 Goalkeepers report that AI could become a great equalizer or widen the divide between rich and poor. The foundation plans to support the inclusion of non-English sources in large datasets so developers can build for more languages.
The investment starts with the data gap
The Goalkeepers report says more than 90% of the information used to train early large language models came from English-language sources. That matters where language coverage is especially broad: Africa has more than 2,000 languages, but many have limited representation in the datasets used to build popular AI products.
Where the foundation says the money will go

The foundation points to early service pilots
The report cites projects meant to show what that approach could look like. In Kenya’s Penda Health network, an AI assistant used by medical staff was associated with a reported 16-percentage-point increase in diagnostic accuracy. In Sierra Leone, students using Gemini Guided Learning recorded learning gains of up to 1.7 years in an eight-week pilot, according to the article.
India’s MahaVISTAAR farming advisory service is another cited example. It reportedly reaches more than 740,000 people and costs the government less than $0.18 per person. Those are project-specific results, not evidence that every locally tailored AI service will perform the same way.
Africa may benefit, but it has no dedicated allocation
Africa is expected to benefit from the wider commitment, but the foundation has not disclosed how much of the $1 billion will go there or named all participating countries. The initiative therefore should not be read as a continent-specific fund.
It extends work already underway. The Gates Foundation and OpenAI announced the $50 million Horizon1000 program in January, with plans to introduce AI tools to as many as 1,000 African primary-healthcare facilities and surrounding communities by 2028, beginning in Rwanda.
Access will not settle the question of control
The new commitment addresses access, but the harder work lies in how tools are governed after deployment. The initiative raises practical questions over who holds data from health, education and agricultural systems, where it is stored, and whether locally developed products can survive once philanthropic funding ends.
That makes the $1 billion commitment more than a funding pledge. Its success will depend on whether better representation in training data and useful local services can be matched with durable local capacity and control.
